I'm assuming you mean like games such as Call of Duty, Battlefield, Crysis, etc.
1) You need to know how to program (or have a team of programmers) 2) You need to know 3D modeling (or have a team of people to do level and character models)
3) You need money for a game engine such as Unreal Engine 3 (Gears of War, Unreal Tournament 3, Batman Arkham Aslyum, and many more games all use this engine. A license for it is very expensive.
Making a video game is a very time consuming process and can take months to years.
